MacPhee whose billboard appears in this photo, was elected to the board of supervisors as a member of the 'Fusion Five' in 1941 and reelected in 1945 and 1953. He was the campaign chair for Northern California of the Eisenhower for President campaign in 1952 and later on Eisenhower appointed him to the patronage position of collector of customs so he left the board. He was an unsuccessful candidate for mayor in 1943 and 1947. Mayor Christopher appointed MacPhee as chief administrative officer and he soon resigned in disgrace.
