The empty land was formerly temporary worker housing during World War 2 just west of Yosemite Slough, centered around Ingalls Street. The area was filled with warehouses during the 1960s.

An unfilled section of Bay is visible on the left, and partially visible on the right are the remains of the Gilman Beach boathouse pier and a surrounding temporary lagoon that had yet to be filled.
